Tucked away within the sprawling FBI North Campus on Redstone Arsenal is an ordinary-looking American community. It has a hospital, a power company, a courthouse, a hotel, and a grocery store. Traffic lights on the corners even show a working sequence.
But this isn't a town where anyone lives. Step inside, and you'll realize it is a highly sophisticated, multi-million dollar replica community. Every building, from the patient monitors in the hospital to the control systems at the power company, is wired with fully functional devices and networks programmed to behave precisely like their real-world counterparts. It is the FBI's groundbreaking solution to a national crisis: the Kinetic Cyber Range.
“The systems that we have running in these facilities are just as real as the facade on the outside,” says Dave Beachboard, the range’s program manager. “When students start diving into the network, they’re going to see Active Directory, email, firewalls—everything that’s typical of that venue.”
The Bureau's decision to build a replica town was driven by a sobering reality. The FBI's 2025 Internet Crime Report logged a record-breaking $20.9 billion in U.S. cybercrime losses, a staggering 26% jump from the previous year. Ransomware remains the number one threat to the critical infrastructure that real small towns and large cities depend on.
For years, cybersecurity training for law enforcement took place in a theory-based classroom environment. "In the past, you never left the classroom," Beachboard says. "Everything was presented to you at your desk."
The Huntsville facility, which opened in February 2025 and has already trained over 1,400 students from the FBI and other federal and local agencies, turns that model inside out. It offers something theory cannot: the chance to make mistakes under pressure.
One of the range’s most critical scenarios involves a simulated ransomware attack that completely locks down the replica hospital network. As critical patient-care systems go dark, real alarms sound. Role players, acting as distressed hospital staff and executives, respond with genuine urgency, forcing trainees to navigate a multi-dimensional crisis.
The technical task of tracing the intrusion is only one part of the test. Investigators also have to practice "soft skills," conducting high-stakes interviews with business owners, legal teams, and even negotiating with fictional threat actors while explaining what they are doing and why to non-technical partners.
"We want them to make the mistakes in the Kinetic Cyber Range," explains Stephanie Cassioppi, who leads the FBI's Huntsville cyber training unit. "This is a learning opportunity."
A single server room can be secured, but a town is a ecosystem. The Kinetic Cyber Range lets investigators witness how a breach cascades through a community. Trainees learn that a ransomware demand to a power company could mean the hospital down the street loses its emergency power, and a data center failure affects every municipal service.
To replicate these complex corporate environments, the range features a data center with more than 200 physical servers, running a mix of Windows and Linux operating systems. The range is deliberately "cold, cramped, noisy, and dark," simulating the miserable, high-stress, real-world conditions investigators face during a breach response.
“Cyber is not just technical,” Cassioppi emphasizes. “It’s also practicing those soft skills, the dealing with people.”
As state-backed hacking groups become more industrial and AI tools accelerate the speed of new attacks, the FBI is moving training out of the server room and into the streets of a fake town. For law enforcement, it's the difference between studying a map and having to navigate a real city, and it’s an essential evolution to keep America’s real-world infrastructure safe.
